On the central variant postulated in the White Paper, "Public Expenditure to 1979–80" (Cmnd. 6393), for the growth in gross domestic product (GDP), that is, an annual average of 3.4 per cent. between 1974 and 1979, expenditure on education—excluding science, libraries and the arts—planned for 1978–79 would account for rather more than 6 per cent. of the GDP.
