§ The Prime MinisterThe Lewis Silkin Memorial lecture was given by my right hon. Friend in a personal capacity, but the views expressed were in accordance with Government policy. As my right hon. Friend made clear, some of the projections about the future of London, for as much as 50 years ahead, were obviously personal assessments.
