§ Mr. Alfred MorrisThe order of phasing was a matter of choice between groups of disabled people all of whom had a good case for priority. We asked various organisations representing disabled people for their views, but there was no unanimity of view. In deciding to take first the younger adult disabled, including those entering the employment field for the first time and then disabled children, who in the past have been completely excluded from outdoor mobility help, we took account of arguments about the maximum rehabilitation gain and also of the estimated numbers of new beneficiaries.
