§ Mr. MulleyMy consultative document on revised school transport arrangements, copies of which are available in the Library, envisaged a locally determined flat-rate charge for all pupils other that those qualifying for free travel on grounds of hardship or handicap. But there is a continued absence of consensus among local authorities and other interested parties as to future policy and I have at present nothing to add to what I said in answer to questions by the hon. Member for Epping Forest (Mr. Biggs-Davison) on 30th March—[Vol 908, c. 1080–1083].
