asked the Secretary of State for Education and Science what further consideration he has given to the provision of travel warrants for pupils to travel free to and from State schools; and if he will now make a statement on school bus fares.

My consultative document on revised school transport arrangements, copies of which are available in the Library, envisaged a locally determined flat-rate charge for all pupils other that those qualifying for free travel on grounds of hardship or handicap. But there is a continued absence of consensus among local authorities and other interested parties as to future policy and I have at present nothing to add to what I said in answer to questions by the hon. Member for Epping Forest (Mr. Biggs-Davison) on 30th March—[Vol 908, c. 1080–1083].
