Mr. Reid

asked the Secretary of State for Scotland if he will list in the Official Report those 80 paid public appointments which it is estimated— [Official Report. 11 th March, c. 330]—will remain the sole responsibility of the Secretary of State for Scotland once a Scottish Administration is established.

Mr. Millan

On the basis of the proposals in the White Paper "Our Changing Democracy: Devolution to Scotland and Wales (Cmd. 6348)" I would continue to make the following appointments:

In addition, the following will remain Crown Appointments: Commissioner for Local Administration in Scotland.

Mental Welfare Commission for Scotland.

General Dental Council.

General Medical Council.

*Paragraph 138 of the White Paper (Cmnd. 6348) proposes that half the members of the Board of the Agency will be appointed by the Scottish Administration, which will also be consulted before the Secretary of State appoints the chairman.

Mr. Reid

asked the Secretary of State for Scotland what are the total emoluments of the 460 paid public appointees for which he has sole responsibility; and what are the main areas in which such appointments are made.

Mr. Millan

I refer to the answer which I gave to my hon. Friend the Member for Fife, Central (Mr. Hamilton) on 3rd March 1976—[Vol. 906, c. 598–602.] The total annual cost of the salaries and fees payable for the appointments listed there is about £427,000.
