Mr. Kilroy-Silk

asked the Secretary of State for Employment what estimate he has made of the effect of the requirement that a young person in receipt of supplementary benefit who is given work experience by a local authority must be paid at the appropriate rate for the positive contribution to the organisation on the rate at which such schemes are brought forward; what estimate he has made of the effect thereon of the statement by the Chancellor of the Exchequer on 12th February on help for school leavers; and if he will make a statement.

The conditions for the receipt of supplementary benefit are not likely to affect the flow of projects under the job creation programme. Projects provide full-time employment for which employees receive the appropriate rate for the job. Employees are not eligible for supplementary benefit. No comprehensive information exists centrally on the extent to which local authorities arrange work experience for unemployed young people outside the job creation programme.
