asked the Secretary of State for the Home Department what provisions he intends making during the interim period before a fourth channel is allocated for Welsh language programme in Wales, to ensure improvements in the quality, number and range of Welsh language television programmes broadcast in Wales.

The content of programmes is a matter for the BBC and IBA, but, within the resources available to them we would expect them to keep the balance between Welsh language and English language programmes constantly under review.
