§ Mr. Clinton DavisNone of the authorities for which my right hon. Friend is responsible has been granted by Act of Parliament an exclusive right or duty to sell a commodity or provide a service. The Civil Aviation Authority, jointly with Ministry of Defence, is, however, by virtue of the Civil Aviation Act, 1971, the sole supplier of certain en route navigation services.
