Mr. Michael LathamPSAasked the Secretary of State for the Environment why it has not yet been possible for the to abandon the use of partial design commissions, following the Matthew-Skillington Report; and whether he will place a time limit by which this practice must cease.
Mr. Freesonso as toIt is not feasible for the Agency to abandon wholly the use of partial commissions for design work. This is because of the impossibility of adjusting the mix of professional disciplines within the Agency balance it exactly at all times with the varying requirements of evolving programmes of work.
