§ Mr. Flanneryasked the Secretary of State for Social Services what regulations she has made governing the employment of children, to replace local byelaws under paragraph 1(2) of the Employment of Children Act 1973.
§ Dr. OwenAs I explained in my reply to my hon. Friend the Member for Gravesend (Mr. Ovenden) on 19th February—[Vol. 905, c.815.]—in view of the limited resources available to local authorities to implement new regulations during the present period of financial restraint the regulations have been deferred for at least two years, during which time local byelaws will continue to operate.
