Mr. Neubert

asked the Secretary of State for Trade (1) whether he will direct the Civil Aviation Authority, under the Air Travel Reserve Fund Act 1975, to limit the application of the insurance levy of 2 per cent. payable by ATOL holders, to the sum payable by the clients exclusive of the levy;

(2) whether ATOL holders are liable for a 2 per cent. insurance levy on total turnover, including the levy collected from clients; and, if so, what is the basis for this tax.

I have no power to give directions to the Civil Aviation Authority concerning the collection of contributions which are paid under Section 4(2) of the Air Travel Reserve Fund Act 1975. I am arranging for further consideration to be given to this matter.
