Mr. George Rodgers

asked the Secretary of State for Employment when he proposes to make reference on lower incomes to the Royal Commission on Distribution of Income and Wealth; and if he will make a statement.

Mr. Booth

I made the reference on lower incomes to the Royal Commission today, in the following termsThere is need for comprehensive and objective analysis of incomes at the lower levels (say about the lowest 25 per cent. of income recipients).

The Government therefore ask the Commission:

  1. i to analyse the present position in the levels and distribution of such incomes from all sources before and after tax, in relation not only to individuals but also to households and families;
  2. ii to analyse past trends in such incomes and in particular trends over the past five years;
  3. iii to examine the economic, social and other factors which give rise to low-incomes, both inclusive and exclusive of incomes derived from special security benefits.
The Government would welcome a progress report within one year."
