§ Mr. Stephen Rossasked the Secretary of State for the Environment if, in view of the economic situation and the recent 519W circular to local authorities calling for a halt to new expenditure commitments, he will reconsider his decision not to intervene in the proposals of the GLC / ILEA to build a £24 million college of further education on the site of the old St. Paul's school playing field in Hammersmith.
