Mr. Wigley

asked the Secretary of State for the Environment if he will publish a table analysing by local authority the excess of £525 million in the level of local government expenditure in the current year above the accepted level in the RSG settlement, as indicated in Annex 1 of his Circular 45/76.

Mr. John Silkin

The accepted expediture level in the RSG settlement is a national figure and cannot be broken down authority by authority. I cannot, therefore, analyse any national expenditure figure which is in excess of that level authority by authority.

Mr. Wigley

asked the Secretary of State for the Environment if he will publish a table showing the budgeted level of local authority capital expenditure for 1976–77 and the latest estimated outturn of this expenditure analysed by function.

A table setting out estimates of the contribution of the capital expenditure of local authorities in England and Wales to public expenditure programmes in 1975–76 and 1976–77 was given in Table 35 of the recent White Paper on Public Expenditure to 1979–80 (Cmnd. 6393). We do not have as yet reliable information of the outturn for capital expenditure in 1975–76.
