§ Mr. Cordleasked the Secretary of State for the Environment if he will seek to introduce a compulsory proficiency test for children under 16 years of age in riding cycles before such children are authorised to use the public highways.
§ Mr. MarksI do not believe that compulsory testing, which would impose a 743W heavy administrative and financial burden, would be justified. Voluntary training under the National Cycling Proficiency Scheme is well developed and I am keen to encourage such training.
