(2) when local authorities apply for a grant under the Urban Programme for educational projects in areas of special need, what criteria his Department uses to establish that the area concerned is one of special need;

§ Mr. Hugh D. BrownDegrees of social and economic deprivation between one area and another can be infinitely variable. Objective data are limited. Furthermore, it is necessary to take account not only of areas currently suffering severe multiple deprivation but of areas at risk. I am advised in the deployment of Urban Programme resources by the Urban Renewal Unit acting in close concert with the relevant district and region and, of course, with other Government Departments
