asked Her Majesty's Government:

Whether in view of the charges made for parking permits for established residents they will reconsider the limitation of hours from 8.30 a.m. to 6.30 p.m. in order that genuine residents returning to their own homes after these hours are not denied parking space at the very time when they most need it, by virtue of the fact that any car, van or coach can occupy residential parking between the hours of 6.30 p.m. and 8.30 a.m. free of charge.

The hours of operation of residents' parking places orders are a matter for local authorities, who have the power to select whatever period they consider to be most appropriate for the area concerned. The decision whether to charge for residents' parking permits and if so, how much, also rests with local government.
