asked Her Majesty's Government:

With regard to Press reports of a decision reached at the Nairobi UNCTAD Conference that a Fund of £5 million should be set up for aid to developing countries, what proportion of this the United Kingdom will be called upon to contribute; and whether the amount will fall within the present planned total of aid for 1976–77; or whether legislation will be required.

UNCTAD IV decided that preparatory meetings should be held on the objectives and modalities of a Common Fund for Commodities, leading up to a negotiating conference open to all members of UNCTAD to be held no later than March 1977. The final attitude of the British Government, and no doubt other Governments, to the Common Fund and the methods of financing it, will be decided in the light of this programme of international work.
