§ The Prime MinisterIn December 1974 I issued a memorandum of guidance to Ministers in charge of Departments on the appointment and conditions of service of special advisers which sets out the terms of their appointments as temporary civil servants and makes clear that special advisers are subject generally to the rules of conduct for the Civil Service.
