Mr. Crawford

asked the Chancellor of the Exchequer if he will carry out a survey of the funds which flow out of Scotland into English-owned building societies and of the amount which is loaned by English-owned building societies to people with mortgages in Scotland.

Mr. Dell

No. Building societies are mutual organisations, owned by their members, including everyone holding share accounts. It is therefore misleading to think in terms of "English-owned" societies, since any society operating in Scotland will have Scottish members.
