asked the Secretary of State for the Environment whether he is satisfied with the operation of Part II of the Caravan Sites Act 1968, which requires the provision of caravan sites for gipsies in England and Wales.

No. I have asked Mr. John Cripps, Chairman of the Countryside Commission for England and Wales, to undertake a study for me with the following terms of reference: To consider the effectiveness of the arrangements to secure adequate accommodation for gipsies in England and Wales, as required by Part II of the Caravan Sites Act 1968, with especial reference to:

  1. (a) the financial and administrative arrangements for the implementation of the Act; and
  2. (b) the provisions for the exemption of local authorities and the designation of their areas;
and to report.
