Notes:

(i) The figures in column (1) have been compiled by adding columns (2) and (5) together.

(ii) The figures in columns (2) and (3) do not include premises found on inspection to be outside the scope of the Fire Precautions (Hotels and Boarding Houses) Order 1972 or subsequently taken outside the scope of the order.

(iii) Fire authorities have no precise information about cases of failure to apply for a fire certificate: the figures in columns (5) and (1) should, therefore, be regarded as only rough estimates.

(iv) Since there is no direct power of refusal of a fire certificate, fire authorities returns do not include information on this point.
