§ Mr. EnnalsThe High Commissioner has been in close touch with the Zambian Ministers of Foreign and Home Affairs and access to see Mr. Cliffe, who has been detained under the Zambian Preservation of Security regulations, was granted on 3rd and 5th February. Assurances have been received about future access.
