How they gauge the usefulness of the listing the buildings if they do not know how many buildings are compulsorily repaired each year by local authorities.

These lists are compiled for the guidance of local authorities in the performance of all their functions affecting historic buildings, of which the compulsory repair of such buildings is only one.
