asked the Secretary of State for the Environment how the initial allocation of rate support grant for 1976–77 will be distributed in respect of each of the London boroughs and the City of London under the following heads: (1) resources element, (2) needs element, (3) domestic element and (4) London Equalisation Scheme; and how much each would have received in needs element without the clawback device.

The resources element entitlements of boroughs which qualify to receive it will depend on the rate poundages the boroughs decide to levy for 1976–77, which are not yet known. The proposals for the London rate equalisation scheme, which have now been put to my right hon. Friend by the London Boroughs Association, would not affect the needs element distribution, though their effect on individual boroughs' rate poundages would of course influence the boroughs' resources element entitlements. No meaningful figures can be given of the needs element allocation individual boroughs might have received had "claw-back" not been applied to London's overall needs element allocation, as there are a variety of ways in which the additional grant could have been distributed within London.
