§ Mr. William RodgersThe Commission's proposals for amendment to Regulation 543/69 are likely to be substantially modified before their adoption by the Council of Ministers. Furthermore. I am seeking a long transitional period before they have to be applied in full to internal United Kingdom transport. In these circumstances it is not possible to make realistic estimates.
