§ Mr. OrmeThe Post Office distributed a total of 12 million copies of leaflet 347W CH 1(T) on the basis of the number of subordinate post offices under the control of each head post office, no special account being taken of population numbers. I understand this is the usual method of distribution and it was also considered to be the most economic for a task of this size.
