Friend the Member for Gravesend (Mr. Ovenden) on 19th February [Vol. 905, c.815]—in view of 1155W the limited resources available to local authorities to implement new regulations during the present period of financial restraint the regulations have been deferred for at least two years, during which time local byelaws will continue to operate.
