asked the Secretary of State for Scotland (1) if he will examine the planning legislation of Scotland with a view to establishing a new town, particularly at the Altnaharra estate in northwest Sutherland, if available, for British passport holders from the new Commonwealth;

(2) if he will put in hand a study of a suitable site on the Altnaharra estate, Sutherland, for the establishment of a new international city similar to Hong Kong, and allow an unlimited influx of British passport holders as a way of stimulating the Highland economy and an insurance against the end of the Hong Kong lease.
