Mr. Fitt

asked the Secretary of State for Northern Ireland whether in the light of the recomendations contained in the Report of the Expenditure Committee on the Children and Young Persons Act 1969 and the recently published departmental comments on those recommendations, he will undertake a review of the legislation governing the services for children and young persons in Northern Ireland.

Mr. Concannon

At the beginning of this year a review group under the chairmanship of Sir Harold Black was established in Northern Ireland with the following terms of reference:

  1. (a) to review legislation and services relating to the care and treatment of children and young persons under the Children and Young Persons Act (NI) 1968, the Adoption Act (NI) 1967 and the Probation Act (NI) 1950, taking account of developments in these fields in Great Britain;
  2. 794
  3. (b) to consider in particular the future administration of the Northern Ireland Probation Service;
  4. (c) to make recommendations as to changes in legislation and organisation of these services in Northern Ireland.

A consultative document will be published in the autumn and I hope that there will be an effective response from all interested parties. Copies of the document will be placed in the Library.
