§ 19. Mr. Roseasked the Secretary of State for the Home Department whether he will legislate to impose strict control on organisations purporting to be charities to ensure that their objects and the application and collection of funds are for bona fide charitable purposes.
§ Mr. JohnThe Charities Act 1960[...] the House to House Collections Act 1939 and Regulations for the control of street collections made by licensing authorities under Section 5 of the Police, Factories etc. (Miscellaneous Provisions) Act 1916, already provide for controls. We would prefer to await the report of the committee of inquiry set up by the National Council of Social Service before considering whether further legislation is needed.
