asked the Secretary of State for Employment what additional training programmes are being envisaged by the Petroleum Training Board in view of the projected build-up in refining and petrochemicals in Scotland.

I am informed by the Manpower Services Commission that the oil companies involved in refining will be responsible for satisfying then-own training needs by means of suitable training programmes. These programmes will be assessed by the Petroleum Industry Training Board. Additionally, continuing consideration will be given by the Board to defining industry-wide training needs which cannot adequately be covered within companies. In such cases, it is the Board's policy to establish suitable training facilities, either under its own auspices or through the appropriate training association. The Petroleum Industry Training Board does not have responsibility for training in the petrochemical industry.
