Mr. Morgan

asked the Secretary of State for the Environment what arrangements at present exist for the proper inspection and testing of thermal insulation blocks required pursuant to the building regulations for the construction of new dwellings; whether he is satisfied that such arrangements are adequate; and, if not, what proposals he has in mind for their improvement.

Mr. Freeson

We are aware that there are problems over the assessment of the performance of some of these products, and are considering the issue of further guidance on this to the local district councils, which are responsible for enforcing the building regulations.
