Mr. Kenneth Clarke

asked the Minister for the Civil Service if he will make it his practice to regulate the amounts of money spent on television advertising by different Government Departments.

Advertising for Government Departments is managed by the Central Office of Information. Its selection of media is based on a judgment of the most cost-effective way of meeting the publicity objectives set by the Departments concerned. Any regulation of the amounts spent on television advertising would distort the normal considerations of media selection and result in poorer value for money.
