asked the Chancellor of the Exchequer under what circumstances the Customs and Excise waive the powers vested in them by the Customs and Excise Act 1952 to stop the import and export of rare animals.

In exercising such discretion as the powers vested in them by the Customs and Excise Act 1952 allow, the Customs and Excise take account of the particular circumstances of individual cases and of the policy adopted by my right hon. Friend the Secretary of State for the Environment in respect of his responsibility for the implementation of the Convention on International Trade in Endangered Species.
