Mr. Higgins

asked the Secretary of State for Social Services by what authority his Department demands information from those applying for deferment of employees' class I national insurance contributions, on form CF379, about an individual's estimated future earnings from all employments; and why the declaration later on the form, which requires a signed statement that the applicant expects to pay employee's contributions above the limit in specified employments, is not sufficient for the purpose of applying for deferment.

Regulation 41 of the Social Security (Contributions) Regulations 1975 gives the Secretary of State for Social Services power to authorise arrangements for the direct collection and recovery of earnings-related contributions subject to such terms and conditions as he may think fit. However, I accept that Form CF379 asks applicants for deferment to supply more information than is strictly necessary and I am arranging for the form to be amended when it is reprinted.
