Mr. Gow

asked the Secretary of State for the Environment (1) what has been the percentage increase in rates for domestic and commercial ratepayers in what is now the Wealden district in each of the three years 1974–75, 1975–76 and 1976–77; and whether he will list those districts where the total percentage increase for these three years has been (a) higher and (b) lower than in Wealden;

(2) what has been the percentage increase in rates for domestic and commercial ratepayers in the Borough of Eastbourne in each of the three years 1974–75, 1975–76 and 1976–77; and whether he will list the boroughs and districts where the total percentage increase for these three years has been (a) higher and (b) lower than in Eastbourne.

The percentage increases in rate poundages levied in Wealden and Eastbourne over the past three years have been as follows:

authority in paragraphs 26–29 of his Review of the Water Industry; and whose opinions and advice he sought prior to making these proposals for discussions.

I have discussed the idea of a national navigation authority informally with a wide range of people over the years, but I neither sought nor received formal representations on this subject prior to the issue of the consultation paper.
