asked the Secretary of State for Social Services, in view of the Government's statement in Command Paper No. 6234 that a vital ingredient of an equal opportunities policy is a regular system of monitoring, what steps are being taken to monitor the promotion of persons from ethnic minority groups employed in the National Health Service.

Mr. Meacher

Research is currently being carried out by the Tavistock Institute of Human Relations into equal opportunity procedures and practices in the Civil Service, with special reference to racial discriminaton. I intend to consider any recommendations arising from this study with regard to monitoring before consulting health authorities and National Health Service staff interests on the need to issue guidance on this topic.
