asked Her Majesty's Government:

To confirm that no further concessions have been made in the form of duty-free quotas for imports of paper and board as a result of recent negotiations with the Scandinavian countries.

The negotiations with our former EFTA partners on the level of duty free quotas for paper and board products for 1976 have not yet been completed and I am therefore at present unable to comment on the outcome. In considering the quota levels, we are bound to attach great weight to the present depressed state of the United King dom industry; though, as I indicated in my reply to the noble Lord on 24th July, we cannot disregard, in respect of particular categories, the interests of paper and board users. Many of them are also subjected to international competition in respect of the final product.
