§ Mr. John FraserThe general policy of my Department is that work permits should be issued only where it is satisfied that the vacancies concerned cannot be filled from amongst the resident population. So far as the detailed arrangements for issuing permits are concerned I have nothing to add to the reply given by my right hon. Friend to a Question by my hon.
