§ Mr. MulleyI exercise ministerial direction or control in accordance with my statutory powers. The main purpose of circulars is to give information and guidance on policy and its administration, when it is thought desirable to do so, to all local education authorities. Recent circulars, for example, have been concerned with the organisation of secondary education, the approval of advanced courses of further education and the education building programmes.
