§ Q37. Mr. Russell Johnstonasked the Prime Minister which of his Ministers and Government Departments are responsible for planning the eventual direct elections from Great Britain to the European Parliament.
§ The Prime MinisterAt the European Council meeting on 1st and 2nd December, my right hon. Friend the Foreign and Commonwealth Secretary and I expect to discuss the report of the studies undertaken by the Council and its Working Group. My right hon. Friend the Foreign and Commonwealth Secretary, as Minister in overall charge of our relations with the Community, will be responsible, in consultation with me and other Ministers concerned, for further consideration of the problem within the Community. The implementation within the United Kingdom of any proposals which may eventually be adopted will be a matter for the Secretaries of State in charge of the Home Departments.
