§ Mr. HattersleyArticle 138 of the EEC Treaty provides for the Assembly to draw up proposals for elections by direct universal suffrage in accordance with a uniform procedure and for the Council to lay down appropriate provisions to be recommended to member States for adoption in accordance with their respective constitutional requirements. No time limit is specified in the treaty.
