asked the Secretary of State for Energy on the basis of the Secretary of State's statement that there will be no discrimination against foreign companies applying for licences during the next round, whether it is his intention to enable the Union of Soviet Socialist Republics to apply among other European States.

Mr. John Smith

My right hon. Friend's statement on the 10th November may be taken as including State corporations from other countries. Any application will be considered in accordance with the arrangements of the Round to be announced early next year.
