§ Mr. Moonmanasked the Secretary of State for the Environment if he will make a statement on the circumstances surrounding the death of Mr. T. Carrol in the light of the hearing at Billericay Magistrates' Court on 29th October; and if he will give instructions to Redland Purle to ensure that adequate controls are maintained to avoid a repetition of this type of accident.
§ Dr. GilbertMr. Carroll died when the load of waste chemicals he was discharging reacted with waste which had already been deposited to produce hydrogen sulphide gas. Essex County Council has powers to lay down conditions for disposal of waste at Pitsea and, as in this case, to prosecute for breach of these conditions. I am satisfied that these powers and those shortly to be introduced under the Control of Pollution Act provide safeguards which should as far as possible avoid more accidents of this type.
