§ Mr. KaufmanUnder the Housing Act 1974 local authorities are free to decide for themselves whether such work should attract improvement grant. My right hon. Friend has, however, advised local authorities, in DOE Circular 160/74, that works of conversion from septic tanks or cesspools to main drainage may be grant aided if they form part of a comprehensive scheme of improvement to a dwelling.
