§ Mr. Hugh JenkinsSince I have been concerned with this complex subject there has been, and continues to be, a high level of work and progress. Investigations continue into the problems of labelling and recording books in order to determine the entitlement of authors: into the problems of sampling; and into the 361W arrangements for payment and the accountability for public funds. Practical tests of the alternative methods are being prepared. Good progress with the preparation of the Bill is being made with a view to its early introduction.
