§ Mr. Rymanasked the Secretary of State for the Home Department what changes he proposes to make in the administration of the prison rules as a result of the judgment of the European Court of Human Rights on 21st February 1975 holding that a Home Office decision to refuse a prisoner access to his solicitor was in breach of two articles of the European Convention on Human Rights, solitary confinement in the special control unit at Wakefield Prison.
