asked the Secretary of State for the Environment why revised instructions for the cutting of grass verges of motorways and trunk roads in Engand and Wales were not issued before the start of the cutting season; and how the savings he expects to be achieved in the remainder of the current year compare with those that would result from the application of these unissued instructions to a full year.

Mr. Carmichael

The revised instructions could not be issued until consultations with the agent authorities on safety and other matters were complete. I would still hope to realise a worthwhile part of the savings which might have been expected if they had been issued at the beginning of the season.
