§ Mr. Terry Walkerasked the Secretary of State for the Environment what regulations exist for the control of property improvement; and if he is satisfied with the penalties laid down for breaches of their provisions.
§ Mr. FreesonProperty improvement is subject to the provisions of the Town and Country Planning Act and subordinate legislation and to the Public Health Acts and the Building Regulations made under them. In the final report of his review of the development control system Mr. George Dobry, QC stated that the penalties at present in force are inadequate and recommended changes. These recommendations are now being considered in conjunction with the local authority associations and other interested bodies.
